SIMD-228 makes changes to the underlying inflation mechanism of Solana which is core to Solana tokenomics. This is a financial issue, not a technical issue. Tokenomics are an issue of relevance primarily to stakers, and so it makes sense for stakers to decide on this issue. Validators are the ones being asked to vote in this governance proposal however. Shinobi Systems believes that the best course of action is to obey its stakers' voting preferences where possible, and to vote No on behalf of any stakers which do not express a preference. The default No vote is justified because stakers already implicitly indicated support for the existing Solana inflation mechanism by virtue of buying SOL tokens and staking them under this inflation scheme. And without knowing whether or not stake supports the altered inflation scheme of SIMD-228, the most responsible choice is to vote to maintain the status quo approved by stakers rather than overriding their only expressed wishes by voting for SIMD-228.
In order to support staker directed voting, Shinobi Systems will create and distribute vote tokens to stakers to be used in a Shinobi Systems-specific voting process. For every Yes, No, or Abstain vote cast by a staker, Shinobi Systems will cast the corresponding vote in the SIMD-228 governance vote. For all votes not cast by Shinobi Systems stakers, Shinobi Systems will cast a No vote in the SIMD-228 governance vote.

Vote tokens will be minted from this token mint and distributed to stakers of Shinobi Systems in proportion to their active stake at the beginning of epoch 752. The distribution of vote tokens has been collected into a file for review by stakers. Each line of this file is a stake account withdraw authority followed by the number of actively staked lamports that withdraw authority had (totalled across all of its Shinobi Systems stake accounts) at the beginning of 752. At the beginning of epoch 753, vote tokens will be delivered to the Solana accounts identified in the stakers.csv file, in the amounts indicated in the stakers.csv file.
Stakers can then express their vote preference by sending their vote tokens to one of the following vote tally accounts:

Any vote tokens not sent to one of the above addresses will be counted as a No vote. But even if your preference is to vote No, please send your tokens so that the tallies can reflect a positive expression of your preference.
At the beginning of epoch 755, the vote tally accounts will be locked down so that no more vote tokens can be sent to them. This will end the voting period.
The resulting tally will be used to determine how Shinobi Systems casts its SIMD-228 governance votes, as described in the previous section.
